Applying for Council Tax Exemption

 

When you move into your new home, you will need to apply for a Council Tax exemption. How you do this can vary depending on the institution you are studying at.

In most cases, you will need to apply for your Council Tax exemption by completing the relevant council form.

 

The University of Manchester students

Uni of Manchester logoFor students living within the jurisdiction of Manchester City Council, your council tax exemption will be confirmed to the council on your behalf by the university and you should not need to do anything. However, in some cases the council require more information, or updated information if something like your address or length of study has changed.

If you receive a message from the council asking you to pay council tax, or confirm your council tax exemption, you should request a Confirmation of Registration letter by using the online enquiry form and selecting "Requesting a Document".

This letter will confirm the start and end dates of your enrolment at the university, which the council can use to determine you council tax exemption status. To provide this letter to the council, please use their online service.

If you live in one of the postcode areas below

You will not need to do anything unless the council asks you for more information:

  M1     M4     M8     M9     M12     M13     M14     M15  
  M16     M18     M19     M20     M21     M22     M23     M40  

 

If you do not live in one of the above postcode areas and/or you are an international student with dependants

  1. Request a Confirmation of Registration letter by using the online enquiry form.
  2. Notify the local council by completing their online form.
  3. Send or upload a copy of your paper exemption certificate to your local council.
  4. Ask your housemates to complete the online form to claim their own Council Tax exemption or reduction.

 

Manchester Metropolitan University students

Man Met logoThe University will send updates of enrolled students to the below authorities each term. The information passed to the above local councils will not automatically exempt you from Council Tax but helps the Council to process exemptions more swiftly:

If you live in one of the above areas

  1. Notify the council by completing the online form at one of the above links.
  2. Tell your housemates to complete the online form to claim their exemption/reduction.

If you do not live in one of the above areas and/or you are an international student with dependants

  1. Request a Council Tax exemption certificate from a Student Hub.
  2. Notify your local council by calling them directly, or by searching online for ‘[name of your council] student council tax exemption’ to find the relevant form or instructions.
  3. Send or upload a copy of your paper exemption certificate to the council.
  4. Ask your housemates to complete the online form to claim their own Council Tax exemption or reduction.

 

UCEN

UCEN logoThis applies to students on full‑time higher education courses.

  1. You will need to take the following with you to campus: Your learner agreement; Proof of age; and Proof of your current address
  2. Complete a ‘Council Tax – Student Certificate’, available from your campus reception.
  3. Ask a member of reception staff to sign the form.  Please note: it may take up to 24 hours for the form to be authorised.
  4. Notify the local council by completing their online application form.
  5. Once your certificate is ready, send or upload a copy of your paper Council Tax exemption certificate to your local council.
  6. Ask your housemates to complete the online form so they can claim their own Council Tax exemption or reduction.

Spirit Studios

Spirit Studios logoThis applies to students on full‑time higher education courses.

 

  1. Get a Council Tax exemption certificate or proof of student status from your Student Support Services. You can also email them at study@spiritstudios.ac.uk.
  2. Apply to your local council using their student Council Tax exemption form.
  3. Send or upload your certificate to the council once it is ready.
  4. Tell your housemates to complete the council form to claim their own exemption or reduction.

Telling the Council You Are Moving Out

If you are moving out of a property, you must inform the local council so your Council Tax account can be updated. If you don’t, you could be charged Council Tax again.

 

 

1) Information you will need

 

 

When you contact the council, you will usually be asked to provide the following details:

 

  • The names of everyone leaving the property
  • Your Council Tax account reference number
  • The full property address
  • The date you moved out
  • Your new address
  • The name of the landlord
  • Confirmation that you were renting the property

2) Tell your local council

 

You will need to notify the council for the area you are moving out of. This is usually done online, but some councils also accept email or telephone contact.

 

 

  • Other council areas - If you are moving out of a different council area, either contact the council directly by phone, or search online for ‘[name of your council] council tax move out’ to find the correct form or instructions.
